I know you are as busy today as I am, so I'll get right to it.
There are a number of very important, very urgent items to go
over with you real quick.
First, as expected, New Century has issued a disaster bulletin
related to Hurricane Isabel requiring affected areas to obtain a
Property Inspection & Condition Report or a 442 with photos.
This bulletin identifies a disaster-affected area. The
information should be reviewed with all operational and sales
associates. Borrowers must be notified that the required property
inspection process could delay the funding of their loans. Make
arrangements for immediate property inspections on any loans that
may be time sensitive such as purchases and foreclosures.
DISASTER AREAS: States: North Carolina, South Carolina, Virginia
and Washington, D.C.
Affected Areas: North Carolina: The following counties are
affected – Beaufort, Bertie, Brunswick, Camden, Carteret, Chowan,
Craven, Currituck, Dare, Edgecombe, Gates, Halifax, Hertford,
Hyde, Jones, Martin, New Hanover, Northampton, Onslow, Pamlico,
Pasquotank, Pender, Perquimans, Pitt, Tyrell and Washington.
South Carolina: To Be Determined
Virginia: The following counties are affected – Accomack, Charles
City, Goucester, Greensville, Isle of Wight, James City,
Lancaster, Mathews, Middlesex, Northampton, Northumberland,
Prince George, Richmond, Southampton, Surry, Sussex, Westmoreland
and York. The following independent cities are also affected –
Alexandria, Chesapeake, Emporia, Franklin, Hampton, Hopewell,
Newport News, Norfolk, Poqouson, Portsmouth, Suffolk, Virginia
Beach and Williamsburg.
Washington, DC: To Be Determined
Type of Disaster: Hurricane Isabel Event Date/Period: September
18, 2003 (meaning all loans that have not funded with appraisal
dates prior to 9/18 will require a Property Inspection &
Condition Report) “Safe Date”: October 18, 2003 (meaning all
loans with appraisal dates on or after 10/18 will no longer
require a Property Inspection & Condition Report)
If a Property Inspection & Condition Report is required on a
property, you can use NARES to obtain this report. Please note
that North American Real Estate Solutions (NARES) is a
wholly-owned subsidiary of New Century Mortgage. You may contact
NARES at (949) 797-5015 or toll free at (866) 406-2737. If you
currently do not have an account with NARES, call one of the
above numbers and one will be set up for you within minutes.
Second, and this is from the top, Due to current market
conditions it's been mandated that effective immediately all
fixed rate loans in the pipeline be repriced to a minimum
interest rate of 6.50% at par.
Adjustable rate loans are not effected.
To clarify further, any fixed rate loan in the pipeline that is
not in docs out status effective September 17, 2003 that is
currently priced under 6.5% will be repriced to 6.5% at par. Our
loan approvals state interest rates are subject to change and the
rates are not locked. This is the first time the company had to
reprice loans in the pipeline
so this should be an indicator to you
how drastically the market
has changed.

Third, we have a rate sheet adjustment to reflect the fixed rates
as mentioned above. Here are the changes that are going out on
Friday for our Core Rate Sheets: • AA, A+, and A- are
going up 25 bps across the board nationwide • B, C and C- are
going down 25 bps across the board nationwide
